Web developers presented to Web Advisory Committee a policy recommendation for a minimal policy focusing on top and bottom branding bars (as opposed to requiring a full theme design)

• Everything else would be a default recommendation that units could change within reason

Presented new theme mock-up that I built in Drupal 8

Committee liked the idea, and central communications wanted to pursue it with a theme building committee
