Moved all major sites to Drupal 7 with the standard theme, and cleaned up accessiblity of content

During middle of this phase, found new tool for managing complex page layouts - Paragraphs

Built layout designs on top of Paragraphs, and used them to improve accessibility

Eventually backported the concept to all previously rebuilt sites

During this phase, began building a Drupal 7 distribution
